What does the Bible say about marrying a person of a different race?

The Bible says NOTHING about marrying a person of a different race.

In the Old Testament, Israel was commanded by God not to marry persons of other nations, not for ethnic reasons, but in order to keep themselves separate from the corrupt religious beliefs and practices of those nations.

It is the prerogative and choice of any person to marry another person of any racial descent that they wish.

Those who have invoked a Biblical prohibition against inter-racial marriage, have done so outside the teaching of the Bible and have done disservice to the Christian message by implying or stating that the Bible does not approve inter-racial marriage. Those people have taught falsely and contrived their own doctrine in order to support their beliefs.
